The project is a public-private venture that will be the primary anchor of the emerging 2nd Street retail district and will also connect the isolated tract with downtown Austin.  The redevelopment will consist of: the extension of West Avenue to Cesar Chavez; the creation of Seaholm Drive; housing; retail; parkland; entertainment; and cultural attractions. The mixed-use development proposes two buildings and the remodeling of the City of Austin Seaholm Power Plant. The proposed site will be adjacent to a Capital Metro rail station and bus drop-off area. The first building, a ten-story tower on the site's northeast corner, will house 150 residential units atop ground floor retail. The second, a two-story building containing 40,000 square feet of office and retail space, will be located on the northwest corner of the site. The Seaholm Power Plant, which was decommissioned in 1996, will be remodeled to contain a cultural attraction such as a new home for public TV station KLRU, the Texas Music Hall of Fame, or Austin City Limits. The remodel will preserve the plant's art deco architectural style and retain the smokestacks that serve as an Austin landmark. The project will also include approximately 1.5 acres of plazas that will serve as neighborhood parkland.
