Paul J.
Bury, III, P.E.
President - Austin, Texas
With more than 25 years of experience in land development and
master planning, Paul Bury possesses extensive knowledge of land
development codes and ordinances in cites across the State of
Texas and throughout the U.S. He has been the Principal-in-Charge
of multiple development projects for public and private entities.
Since the company’s inception, Mr. Bury has spearheaded
the firm’s vigorous commitment to stellar service and innovation.
He leads the firm in the development of corporate goals, assists
offices in developing budgets and provides support and leadership
to all levels of the company. Mr. Bury is actively involved in
the community and serves on a number of prominent boards.

Rob Harris, P.E., CCM
Principal/Chief Operating Officer - Austin, Texas
Mr. Harris has 23 years of experience in the construction industry, working directly with the construction management operation including business development, contract management, construction engineering and inspection, constructability review, project controls and scheduling operations, project staffing requirements, and all construction management, engineering, and inspection services. Mr. Harris has a broad range of expertise that includes managing the construction of highway, interchange, light rail, toll road, commercial, residential, and maintenance facilities. He is also an active member of American Society of Civil Engineers, American Council of Engineering Companies of Arizona, and American Public Works Association Arizona chapter.

James B. Knight, P.E.
Principal/Chief Development Officer - Austin, Texas
Jim Knight is a recognized leader in both the public and private
sectors for his ability to manage diverse teams of design consultants
on complex, large-scale projects. He has extensive experience
with project development, due diligence planning, project management,
hydraulics, hydrology, utility design and regulatory compliance.
He also has a broad range of experience working in restrictive
areas and with environmentally sensitive projects that involve
water quality issues as well as endangered species and aquifer
recharge. Mr. Knight has worked widely with environmental groups,
concerned citizens, municipal staff, environmental boards, state
commissions and city councils.

Will Wheeler
Managing Principal - Austin, Texas
Mr Wheeler is an accomplished executive with 26 years consulting experience, providing senior management oversight in the formulation and implementation of land development strategies. He has acted as Principal-in-Charge on a wide variety of project types within both public and private sectors, each providing direct benefit to the surrounding economies. His expertise includes master planned communities, regional office parks, retail centers, multi-family developments, distribution centers, and regional infrastructure expansion. Additionally, Mr. Wheeler has worked extensively in supporting many prominent developers through site acquisition, entitlement and pre-development process.

John H. Lindner, P.E.
Managing Principal - Public Works - Austin, Texas
Mr. Lindner has 23 years of experience in the area of municipal utility design; including water and wastewater pump stations, water storage facilities and distribution systems, and water and wastewater pipelines. His experience also includes performing surge analysis programs, as well as steady state and dynamic analyses for large distribution systems. He also has extensive experience in evaluation and design of a variety of trenchless construction methods for sanitary sewer systems including microtunneling, tunnel boring, and pipe rehabilitation methods.

With more than 28 years of experience in land development and
municipal project design in San Antonio and South Central Texas
area, Larry Heimer is responsible for the management of all operations

Mac McWilliams, P.E.
Managing Principal - Dallas, Texas
One of the most experienced professionals in the industry, Mac
McWilliams has helped shape public and private developments for
32 years. His experience includes civil engineering design and
project management for industrial parks, retail and shopping centers,
multifamily, office complexes, distribution centers, and institutional
and medical facilities including schools, universities and hospitals.
Particular areas of expertise are site grading and drainage, ADA
compliance, water and wastewater design, project management and
coordination, contract negotiations, bid documents and construction
administrations.

Bob D. Boozer, CDP, P.E.
Managing Principal - Houston, Texas
With more than 28 years of engineering experience, Mr. Boozer has served as a Senior Project Manager and Principal-in-Charge, managing multiple project teams engaged in the development of single-family residential subdivisions, site development services and the design of civil engineering projects. He has an extensive background in preparation of master drainage studies, floodplain management, flood and floodway analysis, design of drainage structures, water resource facilities, water and wastewater systems, pumping stations, and streets and roadways. His experience also includes master planning, feasibility studies, design, contracting, and construction management with both public and private sector clients. He has extensive project management experience in contracting, client contact, coordinating multiple subconsultants, scheduling, resources leveling, and public presentations.

Kenneth M. Baybutt, P.E
Managing Principal - Williamsburg, Virginia
Ken Baybutt brings more than 25 years of knowledge and experience to project design and the construction process. Mr. Baybutt is a former staff member of the Virginia Department of Health where he reviewed and approved water and wastewater treatment plant system designs. He conducted on-site inspections of wastewater treatment plants and water well systems. This combination of knowledge and experience gives him valuable insight into the Department of Health’s requirements for water resource projects.
